My Iphone 4 Problem!

I need help!?
I have an Iphone 4 and whenever i try to activate face-time it will say ‘waiting for activation’, why doesn’t it activate? Anyone can help me!

Why does it take a long time for the customs in Kuwait to release a package. I have a package that has been in customs since thursday and yet it hasn’t been releases… WHY?!
